This is Metropolismania. The menus are relatively easy to understand and the "conversations" are pretty simple as well. It's a third-person city-building sim where you actually have a "town builder" to control, and people move in by filling in applications, and your job is to choose who to accept and where they move in. It's micromanagement heaven. The Kanji is insane though. It's EVERYWHERE! There's no hiragana subs either, so you're stuck reading the stuff.
