Tried tinkering with the settings in Project64 to get the ROM to play but didn't have any luck with this title. CodenameD is correct that the game is just not able to be emulated at the moment.
This is the train simulator game (Japanese only) for the N64 platform. But unfortunately, Project64 and some other N64 emulators DOES NOT support it.
I doubt it can be emulated that way at all :( !
